There have been updates from Microsoft regarding a change in the release timelines for the New Commerce Experience, (NCE.)

Spinpanel will integrate support for seat-based offers in Spinpanel Portal through a gradual roll-out.
Stage 1: Support for ordering, suspension and cancellation of seat-based offers including support for monthly and annual terms, and renewal configuration.
Stage 2: Product management in Portal allows centralized management of Microsoft license-based, seat-based offers and partner custom products. Product management allows you to configure margins, bespoke pricing and a scope product catalog for your customers.
Stage 3: Cost and invoice report support in Portal for Azure Plan, Azure usage-based and Microsoft 365 license-based and seat-based offers. Reports will provide insight in subscription lifetimes, allowing you to plan the transition to seat-based offers together with your customer.
Stage 4: Seat based offer support for our billing integrations.
As of November 18th, stage 1 is now live. Please note that NCE will only be supported in Portal, not in App (app.spinpanel.com).
